Irvin was born and raised in Baltimore. He earned his Bachelor of Arts degree in Accounting from Loyola College in August 1978 and obtained his Certified Public Accountant's license. Irvin received his Master of Science degree in Taxation from the University of Baltimore in May 1986. After working for eight years for Baltimore City as an auditor and fiscal administrator, he began his own accounting practice, now known as Naiman & Associates, P.A. Irvin's professional affiliations include the Maryland Association of Certified Public Accountants and the American Institute of Certified Public Accountants. He volunteers his time working with many non-profit organizations in the community.
